Achievments

  During his tenure with Precinct 4,  Ron Hickman has continually moved the Precinct 4 Constables office forward through innovation and excellence.   As the largest Constables agency in the United States, Ron Hickman has seen new advancement in technology and equipment as a way to streamline the department and provide for a quicker and more effective use of resources to help and enhance safety and security in our communities.

   Ron began one of the first online formats to provide services to the residents of Precinct 4 through using a website so citizens can contact the office and request information or special services.  He also pioneered the "Are You OK" system by which elderly or those with medical conditions could be contacted on a daily basis through an electronic system to ensure they were "OK".  If the office did not get a response to the phone call, a deputy is sent immediately to the residence to ensure that persons well being.  
   
   Ron was a key person when it came time to overhaul the entire county’s computer assisted dispatch and reporting system.  Ron was one of the initial creators of the first CAD system in Harris County and as such has a special insight as to how to make the current system even better.   It was through the guidance of Ron which ushered in the use of mobile laptops in the patrol cars you see on the streets of precinct 4.  These laptops were responsible for saving the county tax payers millions of dollars in lost man hours when a deputy would be required to return to the office to enter reports and do other office type functions. Now the deputy performs this function still in your area, not at the office, from the patrol car.
 
   Ron has also worked diligently with the two courts located in Precinct 4 to create a paperless warrant system which saves the tax payer money through the process of keeping warrant information and tracking on computers instead of the old system of physical paper and boxes.  This also creates a more efficient warrant division.
 
   Ron created the only county High Tech Crimes Unit with the training and expertise to deal with crimes ranging from harassing communications to investigating and seeking out those that would prey on our very future, our children.   There is no other county agency with a unit trained to deal with the complexity and intricacy of these types of cases.    Ron also began the Regulatory Enforcement Unit, a unit dedicated to ensuring those business who classify themselves as “spas” as actually nothing more than that, a spa and not something more detrimental to our community.    The Special Contract Support Unit was credit under Ron’s guidance to deal with property theft in Precinct 4 and they recover a very large amount of property which has been stolen during burglaries.    Other candidates would lead you to believe you don’t need these types of services, but when it is you who has been burglarized and you discover the other agencies in Harris County are too busy to assist you, who will be there for you?  Or when you find it is your child who has been targeted by a predator, there is no one else you want on your team them those special units created under the watchful eye of Ron Hickman.   These units provide support to the men and women who are patrolling our communities.  Why would you allow other candidates to remove the ones who are looking out for your family?

No other candidate has the background or training to effectively run an agency of the size and complexity of the Precinct 4 Constables Office, Harris County.  The agency is the 23rd largest Law Enforcement Agency in the State of Texas and the Largest Constables Office in the United States.
